Have a loop at this PICAXE webpage:

That indicates it is the type of PIC used by Rev Ed for the 20X2
Then connect using the standard PICAXE download circuit and using the PRogramming Editor you can check the firmware which will determine if it has the PICAXE firmware and which revision.
The PE will indicate if it is a PICAXE chip, which part number and the firmware revision.
