voice recognition using picaxe

is it possible to program a picaxe for voice recognition commands

I don't think the picaxe has enough native power to do anything much with audio. Various outputs can be made and hardware based triggers can be made and fed in.

There maybe some boards that do the voice recognising and then pass signals in but I am not aware of any

Nope, it's not possible. You will need to use an external module to do that work.
One that I worked with in the past is EasyVR 3.
