Can the speach module say values like "temperature is 23.9 degrees"

I suppose you can mix the standard message and the I2C message to save progamming space ?

does the voice sound OK, or is it really "tacky" primative !

I want to use it for confirmation of user commands, alarms and playback of history data stored in the eeprom

The qaulity varies depending on what you are trying to make it say. With a little experimentation on the way things are written can get fair results.
This site has some example .wav files.

You won't get much better at that sort of price.
I have never ben able to get sample23 to sound like much but changing "daisy" to "day see" and similar can help.

those speach modules that say what you send it use the sound on microsoft SAM (or something like that) and we all know how this sounds like. those that play Wav's are not really speach module, more like Wav players or something like that.

You can get some pretty interesting results.

I used it for a school presentation once and programmed it to say "hierarchy", and it sounded like it was saying "Hi Iraqi". But lo and behold, while mucking about trying to see what other dodagy results I could get, it said one of my friend's names PERFECTLY! A very long Indian name I might mention!

Ultimately, it is a matter of experimentation...
