Sorry, the PICAXE does not support MP3s natively. You will have to use an external device to play the files such as the Vmusic2 or a computer running a custom program. However there are some commands built into the PICAXE that support basic chiptune music.

Yes, the 8-bit PICAXE running at 16MIPS is fully capable of playing 32-bit MP3 files sampled at up to 48000Hz! It can also do WMA and FLAC! And in 7.1 surround sound!
