What does this error indicate?

Verification error - 0x00 transmitted but 0xFFFFFFF0 received at byte 0

I'm assuming this is an error you are getting when trying to download.

Is my assumption correct ?.

If so, the only time I've seen verification errors like these is when the PICAXE has a poor power supply.

Check the 5v ( or 3v ) is OK, not weak batteries or noisy PSU, and make sure there are decoupling capacitors in the right places.

Yes, that's correct.
Found the problem. The 22k resister was not soldered on one end.
