A straight RS232 line can have voltages up to +25V and down to -25V
although +12 and -12 are more common limits.

The AXE033 interface is a 5V TTL input type where the signal is between 0V and +5V only.

You would need to use a suitable RS232 to TTL level interface (MAX232 chip)

Is the RS232 from a PC?

RS232 signals are usually inverted.

You need to ensure that you have 8 data bits no parity and 1 stop bit (8,N,1) for the AXE033.

That will probably be OK, but check your Laptop's serial voltages first.
Many are only 5v/0v on the serial lines but DO CHECK FIRST.

If it puts out much more than that, then fit a resistor in series with the laptop Tx line. I think the AXE033 has a 10k pulldown resistor fitted so potential divider rules will apply.
