Hmm... not too sure. Those "discrete" vibe boards that can be sewn into clothing have been around for a while!
Couple that up to an accelerometer on a wrist band and you might wonder why your friend keeps waving at you.
Surprised they havn't included a proximity sensor.

I don't have a circular PCB cutter, but maybe these might do the trick for you.
