Just a note to anyone else that might have hit this problem.... While Program Editor is running, it appears to keep the selected Comm port open the whole time, rather than opening it when needed (either to download a program or if the terminal is activated) and then closing it.
I was trying to send data from a program in VB to the Picaxe, and if the Program Editor was open, I got a "Port Already Open" error.
