I can't tell what your programmer board does. Do you have Serin pulled to 0V? Does a 10K resistor from that pin to 0V fix the problem?

If not, can you provide a schematic for you programmer PCB? Or is it a Rev-Ed board?

It looks like you have "O1" connected to ground. You should have ground going to the 0V pin on that programmer board. I think if you make that change you'll be good to go.

I'd also add a small capacitor across the + and - pins of the 08M2

You should have ground going to the 0V pin on that programmer board.

The 0V pin is missing from the adapter!
When we jumped 0V to ground it works!!
The 28M2 and the 08M both load properly.
