The DYMO LetraTag brand Model LT-100H labeller with one 1/2"W x 13 foot paper tape sells for $18 in Target stores USA, and labels the 08M chips perfectly. Extra 1/2"W x 13 foot paper tape 2-packs are $6.99. Runs on 4 x AA cells.

The Target packaged product does not include the holder.
In 2-line mode using the smallest font size, you can fit AXE 08M on the label and it fits with about a 1 mm border short dimension and 2 mm border long dimension on the 8-pin DIP, if trimmed close to the printing.
The self-adhesive paper tape is plastic surfaced and is OK for non-weathered environments. I think it will stand up to repeated handling OK.
