The serin line was always connected to the picaxe, and so I was able to see the waveform. But the computer didn't see it because the ground line or serout line weren't connected.

Sorry, I thought you were using a USB-to-DE9 cable. However, you have confirmed what I was saying: using a female DE9 connector coming from the DTE (computer) breaks the normal situation and is prone to having the pinout reversed. In situations like this, you can't believe the number imprinted in the connector's plastic.
