Hard Reset EVERY TIME in order to program... WHAT?

Hi all, I am in a big emergency, I have to hard reset EVERY TIME to program it... what is goin on here? What should I do?

@Chedder,

While many of the PICAXE chips will operate and run the BASIC program at low voltages (eg I regularly program and run 08M and 18X at 3V), many do find that they need fresh batteries for the programming (download of program) to the PICAXE chips.
