Have you tried the "working" 08M2 on both veroboard circuits?
Does it only make sound on one veroboard and not on the other? (veroboard fault?)

Do you have 2x 08M2 chips that you are testing?, maybe one is not programmed correctly?
Once again, you should try both chips on the "working" veroboard to prove if your board is wrong, or if the chip is faulty/not programmed correctly.

Yes i have sevral of the same chips since i first try the circuits on a exepriment board before so,ldering
it on to vero board, one worked the other did not.... How ever i think i had managed to apply the voltage
on legs 7-2 ia fdw secs instead of 8-1 on the faulty one.

Just use high/pause/low/pause in a loop on the pin, you can then test with the voltmeter. It doesnt matter if the piezo is still connected when you do this.
